You are from bihar first you should go for Bihar entrance exams also jee main,I would suggest don't go for other state entrance exams because they are having only 15% seats for outside candidates.

For other state govt college jee mainsis mandatory unless and unless you are domicile of that state.

Hello,
You need to first give jee mains and advanced and try to score good marks to get NITs/IITs/IIITs .You need to give your state level engineering entrance exam like BCECE to get admission in government colleges.

you can give but getting admission in government colleges is not possible if you have not domicile certificate of west bengal.
if you reside there,then you can get it...try to search it out on google
Admission in Mumbai univesty is possible in B.Tech-petroleun engineering
