I am expecting 584 in neet 2019 in obc what are my chances to get llrm meerut

First of all I would like to congratulate you for doing well in the exam. The cutoff in 2018 for obc category was around 429 under state quota hence you can very easily get a MBBS seat in the college under state quota. However even with All India Quota you are eligible to get admission in the college as the closing marks are 560 for general category so being an obc you can easily get a seat.
