I am from Telengana . My AIR in NEET 2021 is 222540 ...I belong to OBC NCL category under Bc-E ...also my category rank given is 97035 in the result ...Can i get a seat in minority colleges in Telangana like VRK , shadaan, ayaans, or osmania???

In 2021 neet exam, cut off had gone above expectations, minimum Mark's needed to qualify for NEET this year 138 for general.
Dear at your rank it's very hard to get college at telengana.
Toc can try for private management seats .
You should try for both state and all india counseling.
You can get collage till last round, hope for good.
