As per University of Delhi guidelines, students should have passed in both theory and practical.
In cases like Himachal Pradesh board, the marks breakup will be same as per the rules. Even if your marks are divided as 75-25, still the authorities will consider the marks only in the ratio 70:30.
You can fill the marks obtained and maximum marks separately. The authorities will evaluate your merit accordingly.
