You cannot apply or register or give neet examination when you are in 11th or have cleared 11th.
You must be in 12th standard or have cleared 12th standard in order to be eliginile to give neet examination.
For example in 2019 you completed 11th then in 2020 when you are in 12th you will be eligibile for the exam.
No you don't have to wait to pass 12th you can give neet during 12th as well.
Rightnow you are not eligibile.

According to the eligibility criteria given by the NTA you will nog be eligible to give neet 2020 as you are in class 11 right now. For neet 2020,
- You have completed 17 years of age on or before 31st December 2020, which I do t you must have completed.
- Either you should have passed class 12th or should be appearing in class 12th at time of filling the registration form.

Age: The minimum age limit for all candidates is 17 years on or before 31st December of the year of admission. The maximum age limit for NEET is 25 years for general candidates and 30 years for reserved candidates.
Subjects: You must have studied Physics, Chemistry, Biology, any other elective subject with English.
Score in the 12th or equivalent examination: As a general category candidate, you require a minimum aggregate score of 50% in your 10+2 or equivalent examination. As an OBC, SC or ST candidate, you require a minimum aggregate score of 40%. As a SC-PH, ST-PH or OBC-PH candidate, you require a minimum aggregate score of 40%. As a PH, PwD or Gen-PH candidate, you require a minimum aggregate score of 45%.
Number of attempts: You can attempt the exam as many times as you want until the age of 25.
