    Hi Ketaka!

    All candidates with ranks up to 10000 are supposed to attend the phase 1 counseling and candidates holding ranks between 10000 and 110000 are supposed to attend phase 2 counseling. Since your rank is 13870, you belong to slot 1 on 10th May 2019 ( Friday) and this slot's timing begins at 08:30 am.
