I am jee aspirant from obc category. can I fill caste receipt if I don't have caste certificate during admission in nits/iiit/gfti??

No you must have caste certificate for reservation in counselling the recipient of caste certificate not accepted.
You can apply for tatkal caste certificate. The Certificate are issues in tatkal 4-5 days but it is depands on respective collage.
