I am sorry to tell you but you will not get a seat in government medical college.
As last year lowest marks that fetched a seat under state quota for obc category was 338 marks and it was for Raichur Institute of Medical Sciences, Raichur.

As you know admission to government medical colleges is based on NEET marks is done under two categories-All India quota(15%) and state quota(85%).
With OBC category rank and 246 marks, you might not get any government college through All India quota or state quota because cut offs for OBC is atleast 340+ for government colleges in Karnataka.
But, you can opt for private colleges through state quota.

Since you are from a reserved category so you might get admission in any of the private dental colleges in some states of india.if you have domicile certificate of any state then it might help you in securing a seat in that state .
