i am st category student my CRL rank is 616902 and category based rank (st) is 14499 can i get any NIT's or IIIT or GFTIS

Yes, with an ST category rank of 14,499 , you still have chances in JoSAA and especially CSAB special rounds for:
- lower branches in some NITs,
- newer IIITs, and
- several GFTIs.
You are unlikely to get highly demanded branches like CSE in top institutes, but you can target:
- Civil
- Mechanical
- Metallurgy
- Production
- Chemical
- lower-demand ECE/EEE branches in some newer institutes.
