As per the applicable regulation for Backward Class Reservation in Telangana state introduced in October 2017, the Creamy Layer limit has been set at Rs. 8 lakh per annum. However, as of now, this is only applicable to Civil Posts and Services under the Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, Government of India. As per the available information, these regulations do not apply to college admissions.
The important information that your son needs to keep in mind when applying for MBBS admissions in Telangana as a BC-A candidate is as given below:

29% of all the seats in MBBS/BDS courses offered by Government colleges in Telangana are reserved for Backward Class candidates. Out of this, 7% is reserved for BC-A category (33.33 seats in this reserved for women candidates).

Candidates belong to Scheduled Castes, Scheduled Tribes and Backward Classes are compulsorily required to furnish an Integrated Community Certificate presribed by the Governnment and issued by the Revenue Authorities. The format will be provided in the Telangana NEET 2018 prospectus.

There is no mention of Creamy or Non Creamy Layer subclauses for Backward Class candidates when it comes to MBBS/BDS admissions in Telangana. Therefore, your son will be eligible to claim reservation as a BC-A category candidate irrespective of your income for admissions in Telangana through NEET 2018 as long as the certificate linked above is produced at the time of counselling.
