Yes you can register for Round-2 even if you didn't register for Round-1 of State counselling.
State counselling is conducted by MCC and in their rules/FAQs, they have mentioned that registration facility will be available before Round-1, and also before Round-2 of state counselling.
Candidates who have already registered before Round-1 need not register again for Round-2.
