i discontinued my collage in one year so i want to join another collage but the collage was not giving back my original documents they r asking me to pay fees for cancellation....do the university will get paid for that cancellations...?

It is not illegal for a University to collect fees for the remaining year in case a student leaves the course in mid way. Universities have all right to take the fees and most of the universities take the fee of the whole course in case you drop out. You will have to pay the fee and then only the university is going to return you your documents.
It is like purchasing an object on EMI, you cannot get the refund back if you don't like it or you don't use it. You still have to pay the entire EMI. In the same way, you have to pay your college fee too in case you drop out.
