i dont have an application and the application issuing date has already passed can i still apply to manipal university

see you did not mention which course you want to apply in manipal university. manipal bba admission process and other undergraduate admission entrance test registration is going on. it will end on 15 march, 2020 .

If you don't have any application form or you have not applied through online then it is not possible for you to take admission in Manipal university. There is no chance to get admission with an application form. Application forms are issued online for a specified period. Now there is no chance, but you can try if you want.
