You can, however re-enroll in the 12th standard, either by reappearing for the 12th Science exam as a private candidate to clear the failed subjects, or by enrolling in an open schooling system like NIOS and transferring the passed subjects' credits.

Yes, a student who has failed 12th science in Maharashtra can certainly return to 11th commerce. Changing the stream after you have completed or failed a year is still an option, but the way it is done will depend on the regulations of the school or junior college you want to attend. Most colleges will require you to take a new admission in 11th Commerce as the syllabus and subjects are entirely different in Science. You will be required to provide documents such as your 10th board certificate, the leaving certificate of the previous college and other personal details.
