Whenever you register for any counselling process, you need to pay a particular amount ( differs from state to state) in order to get a seat allotment.
The seats are allotted on the basis of your NEET score. What I understood from your query is that, your name was not there in the eligible candidates list. So, there is a possibility that you might have failed the eligibility criteria for the state of Rajasthan.
Your NEET 2019 marks is not going to be considered if you are planning to apply again this year. It would have been much better if you had mentioned whether you have applied for NEET 2020 or not.
