i get 288 in NEET st cat. is there any chance to get any college and what is the process for state level counseling ?

Well with your score and your category all' all' quota counseling for 15% seats might be a bit difficult but you might stand a good chance in case of state quota counseling. It also depends on the state you are in. The state conducts the counseling after the results are announced and then all the seats including the private ones are filled by the authority.
