Under SC category with a score of 464, you will not be able to grab a seat under All India Quota as the cutoff in 2018 was 508 marks(Dr. B.S.A. Medical College, Delhi). But you surely have good chances of getting a government medical seat under State Quota as the cutoff for SC category in 2018 was 417 marks for both North Delhi Municipal Corporation Medical College, New Delhi and Dr BabaSaheb Ambedkar Medical College and Hospital, New Delhi. So even the cutoffs increase this year(after all rounds of counselling) you can expect to secure a seat for yourself.
Hello,
NEET admissions will be provided under 85% State Quota and 15% AIQ.Now based upon your rank it is quite low to get government college or a private college in the second round though you have a reservation.Wait for the further rounds of counselling. You have chances in the private colleges after the second round of counselling.
These year the cutoffs have been quite high for NEET and the competition has increased.Below is the college predictor link where you can check for the list of the predicted colleges

Regards!
Previous year the last SC category student who got admission to government medical colleges in Delhi had 65k rank.
So with 73k rank your chances of getting a decent government college are pretty low.
Having said that cutoffs change every year depending upon level of toughness of exam and number of students appearing etc.

Good luck
