i got 163 in neet and i am from st...and cutoff percentile is40%..any chance of getting admission in government medical college or quota

See qualifying for NEET and getting a college is different thing. Qualifying means you'll be able to apply for counseling but you'll get college or not .. no one can can take that gurantee.
Your score is low so i think you'll face difficulty in getting govt. college. As per my advice , you should try for private colleges.
as cut offs change every year and there are various aspects related to that like
1. No. of candidates
2. Demand for that particular college or university amongst the candidate
3. Level of exam
4. No. of seats etc.
But don't worry
