i got 164 marks in neet ug (obc) should i apply for counselling(AIQ) or bds seat under managment quota

Well frankly speaking expecting a government seat via All India quota counselling with that score is not a good idea. And also you won't get a BDS seat via all India quota with that score.
I suggest that you apply via state quota as there you would get the 85 percent state quota benefit.
