Based on last year, you CAN get CS in IGDTUW after Round 2 because the cutoff rank for OBC category candidates was 1,83,132.
In 2017, it was 1,36,982 after Round 2 and it was not possible to get CS even after the last round.
In 2016, it was 1,78,047 after Round 2.
It is highly probable that you will get CS after Round 2 in IGDTUW.
