I got 2717 rank in cusat cat 2019 in NGE all India merit. Can I get cs/it in cusat SOE?

Yes you may get CSE/IT in CUSAT with the mentioned rank according to the last round cutoff but getting SOE is not sure. I'll suggest you to wait till the last rounds to confirm the availability of seat. Be updated with all the official notifications to not miss the seat.
