Analysing the previous year data, it's difficult for you to get a seat in MIT Muzaffarpur even with the Home State Quota.
Your category rank should be within 2000 to get the core branches in MIT Muzaffarpur. Don't worry, you can still get many good private colleges in your Home State. You should apply for state counseling, as it will be quite beneficial for you.
