I got 32338 rank in upsee, can I get a government btech collage for btech CSE

You have a rank over 30000 which in retrospect is very high if someone is looking to get admission in government engineering college, especially computer science engineering.
It would be a little easier if you have a good quota rank. Otherwise the chances look bleak if you are a general category student.
