It is necessary to clear neet exam to get some seat of bams,  mbbs or bds in any medical college.

I am sorry to tell you but you are not eligible for BAMS as you failed to qualify  neet as you scored only 34 marks which is extremely low dear and it's mandatory to qualify neet for MBBBS , BDS , BAMS etc , so you cannot get a seat in any college whether it's government or private.
I suggest you to prepare again for neet and clear it next year with flying colours and fulfil your dream of becoming a doctor.
