I got 34000 rank in KIIT and i am not eligible for round 1 counseling So Am I eligible for round 2 counseling

You shall be eligible for Round 2 Counselling commencing from 4th week of May 2018.

Currently, the dates for Round1 of Counselling are scheduled from 10th May 2018.

With this rank you have decent chances with Civil engineering and Production engineering.
