I got 428 mark in neet 2019 can i seat in mbbs in Hyderabad

You have not mentioned your category anywhere so I assume it to be general. If I consider the previous year data .Then being a general Candidate you have negligible chances of getting admission in any of the government colleges in hyderabad even  through state quota .If I talk about the last mark admitted in telangana for 85 % state quota for a general candidate ,then it was 493 for Rajiv Gandhi Institute of Medical Sciences, Adilabad.if you are from a reserved category then you might get a seat. The cutoff changes almost every year,so not much  can be predicted .cutoff depends on the difficulty level of the paper and the number of students who appeared for the entrance exam.
