I got 4998 rank in general women but it's written not eligible for the first counseling why?

Dear Aspirant, 4998 rank in women category isn't enough for the first round counceling. You please wait for the next round councelings. There are 3rd/4th round councelings also. You can join in those.

On Saturday I got message that for counseling I have to come on 17th May at 11:00 . So should I come ? Because the situation there is not good I guess...
