I got 65% in class 12th and 61 percentile in jee mains which reputed college i can get

The reputed colleges are like good NITs, IIITs and some of very good private  colleges. But looking at your rank and percentile it seems you may not get even any colleges. For reputed colleges you need at least 98+ percentile and 75+% in boards.

Yes of course you are eligible for giving jee mains examination.
But for giving the prestigious iit jee advanced examination you have to score a min of 75% marks or be in the top 20 percentile of your board examines.
For enterence in nits, iiits, or other gftis it is compulsory to get 75% but if you are opting for other state government colleges or private colleges then 45% marks would also work as per the cutoff criteria.
