    Yes, you can write JEE Main to take admission in private colleges. You can not  apply for NITs/IIITs and GFTIs as for these colleges you need to get 75% marks in your board exam or you should be in top 20 percentile. You can also apply for DTU and NSIT.

    Yes you can apply at DTU. But for NITs/IITs you must score 75%

    Yes, you are eligible to apply for JEE Main and if you are interested in DTU then the minimum eligibility to apply is 60% so you can apply for it. But to get admission in IIts, NITs, IIITs, GFTIs you should have minimum 75% in class 12th. For further information about JEE main you can go through with given below link.
