I got a all india rank 1567 in AIIMS 2019 result , can I get a MBBS seat in AIIMS raipur under general quota in 1st couselling

As you mentioned ,you secured AIR 1567 in AIIMS 2019 of general category.You have less chances of getting a medicals seat in AIIMS Raipur because if we consider last year's cutoff ,it was of 1145 rank.
and in 2017,it was 1536 rank . So,in my opnion ,just go for the counselling because cutoff varies a bit every year,and you have slight chances of getting a medical seat.
