No, no any counselling authority send an allotment letter on WhatsApp, especially that of medical counselling. So just stay away from all these frauds, because they are just putting you into their trap to earn money. So ignore them and also I would recommend you to block such numbers on WhatsApp.
Counselling authorities, whether it is any state counselling authority or MCC that is responsible for NEET UG AIQ counselling never send allotment letter directly through WhatsApp, they either send it on the mail ID of candidate or an allotment letter is issued on the official website under the login dashboard of each and every candidate.
