I got rank 254992 in neet 2019 can I get BDS course under govt quota

I assume you belong to general category.
As you mentioned with UR category and 254992 rank, your chances of getting a decent government college anywhere are negligible.As your marks are too low you might not even get some private medical college.
I suggest you to go for some other course or prepare for NEET next year.

However cutoffs change every year depending upon level of toughness of exam. So hope for the best and follow the counselling process.

AS I see your marks in NEET UG 2019 you have very less chances of get Seat in Deemed Or Private Universities Colleges.
Cutoff for this year for getting any private or deemed Colleges you have to score around 390 under AIQ & 380 under state qouta for Open Category.
You have even less chances to get any seat if you belong to any category under your state.
This Year The No. IF student which have Score above 480 marks are more then of last year. So getting seat is More difficult this year.

There are only 27k seats in India. In which 15% seats are under AIQ Qouta.
FOR getting seat in AIQ is Very Difficult if you are from state which have low no. Of College
