I had just registered for 1st round but hadn't paid the fees do i eligible for 2nd round or should i do getting 565 marks in general

Your question is clear enough. Though, I may help you with the registeration.
The round-1 is already completed for Online All India Quota or Deemed/Central Universities UG Counseling-2019 and the was from 19th June to 26th June,2019.
And as for round-2, the Choice Filling has been started from 12th July, 2019 for Online All India Quota or Deemed/Central Universities UG Counseling-2019 and this facility will continue till 14th July, 2019 (From 10:00 AM to 05:00 PM) and on 14th July you can lock the choices.
If a candidate has already registered and made payment in round-1 and had not allotted a seat or opted for free exit, then no need to do it again but have to make fresh choices again for round-2.
If a candidate is registering for the first time, then have to newly register and make payments.
