NEET mop up counselling is for those who were not alloted a seat in 1st and 2nd round.You have mentioned that you have registered for 1st counselling but you are not clear whether you were alloted any seat or not.Incase you were not alloted any seat you are eligible to participate in mop up round and the vacant seats will be alloted to those who were not alloted.You have to fill separate form for mop up round.
