In jee main, your home state is the one from where you pass your 12th , so as you have passed your class 12 from West Bengal , you will be eligible for home state quota in West Bengal , irrespective of the place from where you give your JEE main examination.
So, yes you can definitely choose Uttar Pradesh as your examination centre and you will be still eligible for West Bengal home state quota
Once the application form gets released, you can fill the jee mains application form in online mode following the given below steps -
