I have done my 10th from cbse board now I'm doing my 12th from nios am i eligible for ipu cet?

Considering you are talking about Law admissions, IPU CET has declared that applicants who have passed 12th board examination through Open Universities system including NIOS directly without having any basic qualification will not be eligible for admissions. Yes, you will be eligible for IPU CET if you qualify 12th standard from NIOS. As officially mentioned in the brochure, if your study centre is located in Delhi then you will be considered as Delhi Region candidate provided you have the proof.
