I have done my 10th from Up but am doing 11th and 12th from Delhi and I am a resident of Delhi. For the past decade only 12th in Delhi and residence was enough to avail 85% quota for Delhi colleges. But in NEET UG 2020 has the pattern changed? do we need to do 10th class too in Delhi?

According to the latest MCC guidelines dated 2019 in https://mcc.nic.in/UGCounselling/Documents/FAQMCCUG2019.pdf , a Candidate who has completed his/her 11th and 12th in Delhi are eligible for Institutional Quota of 85%. Such Candidates can appear for Delhi State Quota for NEET provided they meet the other eligibility criteria as well. So though you have studied in UP until your 10th, because you have studied your 11th and 12th in Delhi, you can participate in Delhi State Counselling for NEET. As of now, the rule remains unchanged.
