Yes. DU has Institutional Quota which means if you have completed your 10th and 12th from Delhi, though you are a resident of Bihar, you can participate in Delhi's State Counselling for 85% Seats. However you should have completed your 10th, 11th and 12th from a recognised board within National Capital Territory region only.
