i have got 400marks in neet 2019.iam OC andC certificate holder in ncc.Do i get MBBS SEAT in government college

You NCC certificate doesnt count in NEET selection . It is difficult to get government seat at these marks. But since you have not mentioned your state i will not be able to help you with the list of colleges.

But you can help your self by going through the colleges and their last year cut offs in the link given below :
