I have got 92.9 percentile in jee mains.I belongs to obc category.Is there any other oppurtunities available for me in central government colleges other then jee counseling?. And my state board mark cutoff is 161, so is there any opportunity for me to enter state government colleges with jee marks?

Yes, you can go for state counselling if you don't want to take part in JoSAA counselling. However it is suggested that you should go for the JoSAA counselling as there are good chances that you may get a seat in any of the NITs rather than going for the government colleges.
