No, it is not necessary. If you have been alloted a college, you can either go the college, complete the admission formalities and then apply for an upgradation. However, if you do not wish to take up the alloted college, you need not visit the college. You can simply continue the second round. The seat alloted to you in the first round then would automatically cancelled.
It seems that you do not want to join the allotted seat in the first round and you want to go for the second round of the counselling. You can go for the further round of the counselling but in doing so you will lose your seat obtained in the previous round and also you may have to lose your security money deposited for the admission. So there are certain pros and cons for the further counselling rounds and I would suggest you to proceed carefully.
