you can admission in NITs only if you clear JEE MAINS.

To take part in jee councelling u have to clear cutoff of jee and score atleast 75% marks in ur board exam

In which college you want to apply?
Also qualification in jee is only for giving advance you can take part in jossa counselling for getting nits iiits and gftis.

As you have not cleared jeemain so you cannot get admission in colleges which have admission on the basis of jeemain rank.
You can try with some other colleges.
