I have obc-ncl certificate issued by state govt on 03 march 2019.Is it valid for applying jee advanced 2019 ?

The OBC certificate must be issued on or after 1 April 2019. then only it will be valid for applying for JEE advanced.

As notified by officials of JEE Advanced, the certificate issued on or after April 1,2019 are only considered.
Therefore you should arrange for the certificate as mentioned.
If you are unable to produce the same before May 9 5:00 P. M. ,you should upload Declaration by the Candidate in Lieu of OBC-NCL Certificate which will allow you to submit the certificate by June 5.
