I have rank 154795 rank in neet and I belong to sc category is there any chance of getting mbbs seats in up by state quota?

To be frank, your chances of getting a seat in govt. Medical College through State Quota even though having an SC Reservation is quite bleak, friend.
If we follow the statistics of 2018, the last SC candidate who secured a seat in UP through State quota had a rank of 1,01,029 which bagged him a seat in Government Medical College, Jallaun.
Following this, your chance seem to be pretty less since your rank is quite far.
