As far as my knowledge the caste certificate issued to SC/ST person is valid till it is cancelled by the authority who has issued so it doesn't matter if it has been issued in 2019. Still if you are concerned then visit Tehsil or SDM office and ask for caste validity certificate application form and fill in the form correctly and submit it to the officer.
