Yes you can appear for CMAT 19. Any institute generally asks you to submit the Provisional Certificate at the time of joining the college which is generally in May or June. Hence, if you can clear the subject by that duration you can join.
In fact even if you are getting provisional certificate late, if you are able to show that you have passed all subjects and completed credit requirement in UG by the time of joining college, that would be sufficient. Colleges give 15days to 30 days to produce the provisional.
