Dear Richa, in 2017 under State Quota, the cut off for OBC was between 401 and 532. In 2018, it was between 468-
548. So at 491, you have a fair chance. Having said that, cut offs change every year and are dependant on various factors like no.of seats available, no.of candidates appearing for the exam, top NEET score and difficulty of the exam.We would suggest you to wait until the official Answer key has been released to weigh in your options.
