    Dear Rajender, 250 is too less for a seat even under IP ESIC Quota. IP quota of ESIC Medical Colleges are filled under All India Counselling on the basis of choice and merit. Because the seats are few, the cut offs usually go higher. And you havent mentioned your Category. Irrespective of the Category you belong to, you still cannot get a seat in MBBS even under ESIC quota.
