Hi !

Yes , definately you can apply under IP quota for medical colleges in other states also under ALL INDIA QUOTA for ESIC ip quota , this quota gives you flexibility of both State and All india. You can get a ESIC medical college anywhere in India , if you are applying through IP quota under All india Quota form.
