Yes You can write the JEE Advanced 2017 since for the first time you had written in 2016. It is for two consecutive years that you can write JEE Advanced.
Even if you have passed your class XII in 2015, you can still write your JEE Advanced in 2017.

No you can't because one can appear for jee advanced in two consecutive years one is the 12th class year and the next year
